You are setting the variable, then running the last set variable (The last half of the top line)
Try this instead:
FOR %i IN (test1,test2,test3,test4) DO tabcmd export "Report/Parameters?ID=%i&Start%20Date=2015-03-01&End%20Date=
2015-03-31" --fullpdf --no-certcheck

How would i pass a text file in the IN() with multiple columns?
test1 program1 test2 program2 test3 program3 test4 program4
for the first line it would pass test1 and program1 as values and so on till the end.
In this case, use %i and %j as your parameters (weird, I know - since you don't specify %j... windows, phss...)
Here is an example, using a simple echo:
FOR /F "tokens=1,2" %i IN (C:\testpdf.csv) DO echo %i %j
That loop with the DO is rejected by TABCMD, I can't make it work...
Can you guys post a full example based on the various iterations you described?

This is my code, but it won't run when I run it in the Task command. Seems like the FOR loop runs forever but it will not execute the result.
