Is your requirement to just rank the cities in order based on the metric, disregarding state?
For example the top 5 in your data should be:
Or do you want to retain the state groupings but make New York the top state in the order because it contains the highest value?
I got the thing working by combining fields "city" & "state" and then using it for ranking.
With sorting based on chosen metric (sales/profit etc).
But is it possible to have it done without combining both fields?
In other words
i should get sort based on chosen "Metric's" - Rank 'desc' and should not depend on city/state field.

One way of doing this, and there may be someone who can give you a better solution, is to hardcode the sort.
If you create a calculated field RANK([Metric]), convert it to discrete and drop the pill to the far left of the row column, then hide the header, this will sort your data without considering city / state and without the need to create a combined field.
I have tried the one you have suggested and am unable to get it work as desired.
Perhaps i am going wrong somewhere.
