you can try doing something like this. I believe that an admin level of 5 is a site admin.
select b.name, a.admin_level from users a, system_users b where
a.system_user_id = b.id
a.admin_level <> 0
Just checked on my system of version 9.0.
Admin_level = 10 for server admin.
Everyone else is 0.
Can't seem to identify site admin level.
