Yes, I would assume that the Reader user would need installation rights on the machine on which they wish to upgrade Reader.
Maintenance releases i.e. 9.1.X don''t require user to be on the same version as long as its 9.1

By not having an easy upgrade utility for the reader or a free online reader, Tableau is limiting their client base. This will be the second time that my client has looked for an alternative solution since IT did not want to have to deal with installing minor upgrades patches for tableau and their was no means to save as a down graded version.
