You default setting for .twbx is probably set to using 9.0.
You can modify that to point to 9.1.

Speaking of opening workbooks, you can also drag and drop a workbook to Tableau 9.1 icon on the desktop to open it.
Another option is the good old way:
1.have your 9.1 launched.

Workbooks will typically try to open in the latest version of Tableau Desktop installed on the machine. If 9.1 was installed first then 9.0 installed (or upgraded to 9.0.4 or 9.0.5) later then workbooks would try to open in 9.0 (if clicking on a twbx file in Explorer). +1 to the workarounds from everyone above.
