It suggests restarting...
and this article
I'm going to move this thread to Server Admin - in the hope it gets more attention.
Thanks Marks for your valuable response, we have upgraded to version 9.0.5.
In that case - we can exclude this > Known Issue with Repository/File Store in Tableau Server 9.0 (DEGRADED Status) | Tableau Software
How useful where the other articles? Have you tried restarting?

do you have other apps running on the server? Usually, the port remapping only occurs if the port is already in use. And I'm not sure why TS even bothers to remap the ports as when they get remapped, it seems everything breaks at least in my experience. So, as part of TS setup, typically I have turned off the auto-remapping "feature" using "tabadmin set service.port_remapping.enabled false"
May I suggest you go to a cmd prompt and then type "netstat -a" which should show what ports are currently in use on your server.
At the bottom of the list you have three items that are not running (cluster controller, repository, & file store). Give us more information about your setup. How many nodes? What is your hardware comprised of (RAM, HD space, etc.)? etc.
@toby, @jeffrey - thank you for jumping in
Thank you all for your precious time and looking into it.
We faced an issue with Tableau 9.0 that the Tableau Server was starting in degraded mode. It’s a known issue with Tableau 9.0. Below is the resolution from Tableau Support on this.
"On a distributed installation of Tableau Server that used multiple repositories, if the repository failed over, in some cases all the data in the repository was lost. If you run Tableau Server 9.0.x, we strongly encourage you to upgrade to the latest version. I have also seen the issue effect single node as the component responsible is always active.”
The workaround is the installation of latest version of tableau server 9.0.5 and On words. we did the same but while uninstalling the older tableau server version older version related files are not removed from Program Data and other related directory. Removed all the reference the older version and re-installed the latest one.
Thanks Jeffrey Strauss For suggesting us port related issue , This could be one of the reason for this problem.
if you are running tableau server on any machine make sure all the default port of tableau remain free.
