I think I figured this one out
So I was seeing the same thing, Cache Server (CS) processes down in the admin page but showing "UP" via tabadmin status -v. I fixed it by opening additional ports in the firewall for CS in all the server nodes. Here's what's going on: The default port for CS is TCP 6379. Notice that's just ONE port - if you have say, 2 CS like your configuration, you need to open one more port i.e. 6380. 3 CS? add 6381. Check out

It's my understanding that the ports listed are the base port and additional ports are opened as needed, incremented from the base port.
I'm looking at my Task Manager and I see two instances running so it appears both processes are up and thus the ports already established:
