Could you provide more details? When you say 'sometimes', does it mean you were able to connect most of the time.
- Did you upgrade from an existing installation or is it a new installation?
- Do you continue to have issues with your server?

Yes most of the times it connects in few seconds, when I mentioned some times means,
Eg. 1. after weekend it took me almost 5-6 min to connect after numerous times of refresh.
2. Morning Times .
We upgraded from existing Install of 8.3.2.

I suspect your server may be under-powered. Do you know how many physical CPU cores and RAM your server is running? From All Technical Specifications | Tableau Software:
The minimum configuration recommended for production usage of Tableau Server is based on these hardware specifications:
- Single computer
- 64-bit processor
- 8 physical cores, 2.0 GHz or higher CPU
- 32 GB system memory
- 50 GB minimum free disk space
- Multi-node and Enterprise Deployments:
Contact Tableau for sizing and technical guidance.
Keep in mind that this is the *minimum* recommended specs for Tableau Server and that minimum specs == minimum performance.

My server specs:
Op System : Windows 2012 R2
Ram: 128 GB
Disk : 300 GB
Cores: 8 Cores
Processor : Inter Xenon CPU-E5-2609 v2 @2.5 GHz of 2 processors
Bit: its a 64 Bit Processor.
my tableau setup is single box setup, some times when i try to login through browser it takes at least 2-5 min, by the time i login into server by remote Desktop and check the Tabadmin Status it shows all services are running .
then if try either in Server browser or my local browser it opens, so basically it take at least 2-3 min to open .
