Good news! It does it automatically when you set up SSL:
From External SSL :
When the server is configured for SSL, it accepts requests to the non-SSL port (default is port 80) and automatically redirects to the SSL port 443.

I had referred to this and configured in the say way. But not working as expected.
Recently we had migrated to tableau 9.0.3 from 8.2.4. I saw the SSL been retained during the upgrade.
Are there any other configurations which am missing?
Not that I know of--our SSL is offloaded to our load balancer, so I haven't actually set up SSL on Tableau Server directly before. If it were me, I'd run a Fiddler trace to see what was happening, then send my info along with the trace to Tableau Support--I'm not sure what else can be done at the moment...
also for me a similar problem.
After upgrading from 8.1 to 9.0 I'm not able to connect tableau desktop to tableau server for ssl connection issue.
If I configure tableau server without ssl I can connect.
If I connect with ssl no.
With 8.1 I had not this issue.
So you have SSL on a load balancer as well? Maybe it has port 80 blocked?

For me now the situation it's clear: the issue is caused by "Avecto", a program that our IT installed on our PC and limit the connection to our server..
I'm a little late to the game- but frequently this is caused by the x-forward- Proto headers in the proxy. if the proxy is misconfigured, it will forward the http request improperly.
