Is "kiranb" and admin on the server and do you exist in the site you are attempting to login to?
Are you able to login to the default site?
"kiranb" user id is not an admin on the server. But with that id we are able to login to the site normally (without REST call).

Yes, but the REST API has different requirements. The REST API is created to carry out tasks that are administrative in nature, therefore "normal" users won't generally have the permissions they need to carry out these tasks
That said, it looks like the requirements have changed in 9.
In 9, it specifically says "non-admin is OK, but you won't be able to do much"
You can sign in as any user. If you sign in as a user who is not an administrator, you might have limited permissions to call other REST API methods.

could you try to logon with tabcmd as well? Do you have AD user sync/auth on your server?
I got the same issue.
For me, i can sign in and call other Rest API calls before. But one day after the server got rebooted, since then i am getting the same sign in issue.
I can login to Tableau online using the same credentials which has Server admin role. But thru Rest API, its failing.
Wondering you find any solution.
