I'd say so. It should be cleaned up when you do a tabadmin backup or tabadmin cleanup, but if for some reason it's not, moving/renaming and letting Tableau create a new log is a perfectly reasonable thing to do.
Tabadmin ziplogs can help you archive those before they're cleaned.

I have noticed that tabadmin is cumulative. Typically we start clean whenever we do an upgrade.
