The "Preferences.tps" file can be opened and edited with a text editor program like Notepad++ or Windows Notepad.
Matcha welcome to the forums! A Preferences (tps) file isn't a Tableau workbook file. You need to open it in a text editor like NotePad++ Here's the KB article that will show you how to set up your custom palettes:
