Swapping x-axis header positions for a dual x-axis scatterplot?

I have a scatterplot in Tableau with a Y-axis and 2 X-axes (one of which is just a hack to jitter the points). Currently one of the X-axes is displayed on the top edge, and the other on the bottom edge. However, the one along the bottom edge is the function I used to jitter the points and has no meaning. I've hidden the header text for the jitter axis, but now the actual X-axis I want is along the top edge.

How do I swap positions for the 2 X-axes that I have? All the hacks I have seen so far involve creating a placeholder axis to force the axis up/down, but I currently have 2 axes already.
