I've just defaulted to Mark Jackson's definition* of unique number of log-ons in a 15 minute window.

- Number of workbooks and extracts existing in the refresh schedule but no
one or few ones have viewed in the past 2 weeks.
People just forget to remove those useless or outdated workbooks.

Agreed but allow for a variable time-frame. For us it's currently 15 months on production
