I see that you have installed Tableau server on your desktop and error is webpage cannot be displayed. So this has nothing to do with giving permissions at project and datasources level because the user is not even getting login page. Correct me if am wrong.
For you tableau server to be accessed you need to take care of firewall settings and also if any internal IT policies at your workplace for that URL to be accessed across the organisation.
first give your ip and port to them. if they access to login tableau then only they can view reports.
Are you used any ssl certificate.

Manoj, I have removed the firewall and the user also tried to access it and made sure IT policy is not prohibiting the user from accessing the server but no joy.
Sankar, could you elaborate on this. I am not using SSL, I am only using local authentication.
What is the user supposed to do once I share my IP and Port with them.
When I send this link to user http://localhost:8000/views/FAT/ForecastSummary?:embed=y&:retry=true&:display_count=no
they get a blank page ( screenshot attached)

We cannot send with localhost. localhost only work in your sys.
Use ip and port and test and share.
Try to determine the IP address of your computer. To do this follow below steps(windows 7):
Start -> In the search text box type 'cmd' and hit enter.
Type ipconfig and hit enter
The address you get corresponding to IPV4 is your systems IP address.
Lets say it is 10.100.42.146. Then you need to pass this link to your end user.
Unless there are no firewall or your 8000 port is open, user should be able to access.
