Edit the qyuck filter from the pull-down arrow. Go to "Customize" and uncheck the "Show "All" Value" checkbox.
Once that's gone, the only way I know of to clear selections in the filter is to manually uncheck them.

Tricky one! There in the quick filter options, an option to not show the (All) option. Just click in the quick filter and under customize you'll find a check box to un-tick.
As far as I know the only way for them to re-select would be quite manual. However depending on how you are deploying it (e.g. Tableau server) the user can use the Revert All button which will take the Dashboard back to it's original state (not really a reset all filters button, and more of a reset everything button).
One other option is to use a filter (not shown to user) to restrict the number of options that can be shown at any one time. On one of the Think Data Thurday webinars Re: Think Data Thursday - November 20 - Let's talk about Sets Baby!
Bethany Lyons gave a nifty trick, using sets, so that if a user tried to select more than a certain number of elements, it would aggregate the rest (over that threshold) into a single line (if that makes sense)
