We can change the user permissions later for that you need to log in as Admin and go to Admin Tab -->click on All Users or Site Users and change the permissions and licensing accordingly...Please find the attached screenshots

Matthew,
You cannot create a new, reusable Role. The moment you change any of the permission roles Tableau has predefined it then just becomes Custom and there's no way to save it.
Permissions can be set at the Project level, so all workbooks within that Project follow the permissions.
Permissions can be set at the Workbook level, so during publish the permissions are set and they would over-ride the Project permissions.
Permissions can be set at the View (a.k.a. Sheet) level, so during publish the permissions are set and they would over-ride the Workbook AND Project permissions.
The workbook author can also set up filters within the workbook to filter Users and/or Groups.
