I assume you're referring to this help doc: Server Log File Locations
Is the screenshot from your personal machine -- and is that the machine Tableau Server resides on?
I assume you've seen this as well: Creating Tableau Server Log Files | Tableau Software
I think you may need to turn on log reporting before they become available, have you done this?
Assuming that's not the problem, the article also mentions - the
cleanupcommand will remove all of your log files
Could that be a reason?

I did see this document and tried "tabadmin ziplogs" command, however there was no "log.zip" in the bin directory. I don't remember stopping the server fist. I will "Stop the Server" and try again.
Logs.zip lands where ever you tell it to when you run the ziplogs command:
tabadmin ziplogs c:\someFolder\MyLogs.zip
