Welcome to the Tableau Community Forums. Unfortunately, there is not a way that I know of to call a field from a secondary data source on a URL filter. It may be possible to create a field in the primary data source that works as a filter depending on the connecting field between the data sources.

You can work around this by using parameters. So in your case create a parameter called Pin_Parameter as an integer that allows any value. Then create a calculated field in your secondary datasource that only returns true if the parameter value equals the field value. In your case that'd be [Pin]=[Pin_Parameter]. Place that calculated field into your view as a filter that only keeps true. In your URL you can then set the value for the Pin_Parameter, which now acts as a filter on your secondary datasource.
inner joining on a primary key will resolve this issue.
you can then create a contains() calc. which has the necessary field name.
this field name could in turn be a custom split which throws ur tagged item
