Nothing shows on the Distribution sheet because the [Month Filter] evaluates to "false" when there is more than one month's worth of data. when you select anything on the Replenishment sheet, it passes the month to the Distribution sheet leaving just one month in view which is why it will display when clicked.
The basic issue is that [Month Filter] is based on a window calculation referencing [Order Date] but that field is nowhere in the window. For that calc to work, [Order Date] must be somewhere in the "window" - rows, columns, detail, etc - somewhere more than just the filter shelf. Otherwise that field is essentially "invisible" to the window calculation.

But apart from this, is my approach correct? That is splitting the filter action into those two levels for "up to Region" & "up to country"? To have it work I had to choose 'Run on single select only' in the more granular action. What if I need yet another level? Is it possible to have more than 2 "select" filter action per source/target?
Yes, you can have two different actions run on the same selection to do 2 different things. I routinely split actions this way. I think you have the right start with they way your action filters are set up.

No you can have more than that. I don't know of a limit.
Can you amend my workbook to filter by selection on the following 3 levels:
1. Flow, Month([Order Date])
2. Flow, Month([Order Date]), Region (From/To)
3. Flow, Month([Order Date]), Region (From/To), Country (From/To)?
