Coming MS Access and Excel for row level security

I'm connecting to an MS Access database (which is refreshed daily by another source), to an excel sheet which is stored locally and updated ad hoc.  I want to be able to join these two sources, but it seems I only have the option to blend?

To give some background..  the MS Access database holds all the data relating to a case handling task in the back office for all countries, and the excel file hold the permissions of who from which country is able to see which data. (i'm attempting row-level security).  So even if, it's not possible to join the tables, and alternative solution to how to restrict access so only the right people can see the right data would be apprieciated.

I'm farily new to Tableau :-)
