Moving Tableau Server from one piece of hardware to another is a pretty straightforward process and it sounds like you're most of the way there. I've included a link to the appropriate KB article. Note that the important part is the 4th step. In most cases, you want to use the --no-config option on step 4.

You will not need connectivity to the old server. (After all, what if the old server is already decommissioned?)
Charley is right that you should use the --no-config parameter on your tabadmin restore command. You may still need to know the old password for the old Run As user.

It's worth considering using a DNS alias for your server name. This means you can provides links to your user group using the alias and if you change server you don't need to resend the link just switch the alias mapping.
