The easiest way to do this would be to create a calculated field to do this. Create a boolean field such as
sum([earnings]) > 1000 or sum([earnings]) < -1000
Then move this calculated field onto the Filter Shelf and select when it's true.

Would there be a way to take this a step further and say for example you want to display the values within the range you have selected but display "NR" for not reportable for the value outside of your range?
If sum (live births) >5 THEN "display values (not sure how to code for this)"
ELSE IF sum (live births) <5 THEN "NR"
To avoid having to do text conversions the easiest way would be something like:
IF SUM([live births]) > 5 THEN
And then when the measure is in the view right-click on the measure pill and then right-click+choose Format...->Pane tab->Special Values section->Text and set the Text to NR. Here's an example using Superstore sample data:

Never mind I figured it out... in case anyone else runs into the same problem... I had to convert the measure to continuous first before adding it
