While tabcmd can be used on any site, the permissions still come from Tableau Server. Therefore, a user who does not have access to a particular site in Tableau Server will not be able to successfully run commands that leverage the unreachable site. A user still has to log in to Tableau Server through tabcmd. Essentially, tabcmd should be just as safe as using Tableau Server through a web browser.

I had this same type of scenario at my organization, and just got it resolved today as well (after several months of asking for it). I just did not have the proper words to explain why it would not impact our Server. I'm not sure if the Documentation out there explains how TabCmd works, but I struggled with this as well for quite some time.

I did some work on Tabcmd for my company and as Diego clearly put it you do need a login to the server to use Tabcmd.
In regards to documentation I have some I scribbled when I was working on this myself. But as you can see you need to insert your login info before you can type what you want Tabcmd to get from the server. If you do not have a login or are not permitted to see certain documents on the server then you won't be able to get those documents just like you would when you log in. Its a pretty cool functionality.

My issue was that I just couldn't put into words why it was completely safe for me to install TabCmd on my machine (which is separate from the Server); in my case, I was already doing all of the tasks TabCmd is used for and had HTTPS access to the Server, but my IT folks were thinking I could somehow muck up their physical server machine, or that I needed a Remote Desktop connection to use TabCmd... Once I could clearly explain how TabCmd works, I was able to install and use TabCmd.
