Basically you create a workbook using the underlying fields in Tableau Server and then publish... then save as default view for your users.
The ability to set a dashboard as the landing page for Tableau Server is currently not built into the product.

Tableau Server users can use the web portal to access Tableau Server, which will load the custom landing page. This page contains all of the navigation elements (JS API or URL actions) required to serve users up with Tableau Server views and you're good to go.
Mark's Tableau Zen blog (http://ugamarkj.blogspot.com/2013/11/customizing-tableau-server-experience.html) has more information on creating custom landing pages and examples on how he was able to create one for his Tableau Server users.

What about user permissions? The landing page should display only views that a user has permission to use. I'm wondering how I can manage permissions inside a Tableau workbook
