I am little confused with the setnence ' not able to direct the HRLS to specific URL'. Can you rephrase it?
I have a sheet which has two URLs for each row.
I have put two URL web pages to the dashboard
Based on the selection in the sheet two different web pages should appear in the URL
I Don't think we can control the web page navigation at row level.
I would like to see the response of other folks about this issue.
So the question is whether I could display two web pages at the same time and add actions on them separately???

Yes this is possible but that depends on the dataset you are using & what specific you want to achieve.
If you have separate column that defines the values which you want to add into your url then you can achieve this by simply adding that column with url action. You can learn it from here - URL Actions
But if you want separate url for two different rows then this method will not work directly but with the help of calculated field you can achieve the same.
Let me take an example here of superstore data. Here I have 3 Departments with Sales in worksheet. Now If I want to redirect one department to one url & another to other then for achieving this I have to create a calculated field. I have create a calculated field (Lets name it "url") using formula - if [Department] == 'Furniture' then 'google' else 'yahoo' end
Now I am creating a url action with URL - www.<url>.com (here url is the calculated field). Now when you click on Furniture then it redirects you to www.google.com else to www.yahoo.com
FYI - You have to put the above calculated field into detail section.

So now when I click on row 1, I want yahoo.com in one web page and www.fb.com in another web page appearing at same time.

One option is by using URL Action with Run action on "Menu" like below image -
Here when a user clicks on School-I then it will redirect to the target URL & when click on School-X then it will redirect to other targeted url. This provides a functionality to choose the school name according to the user requirement.
