You may find the following post or one of the links within it useful. It relies on creating an extract flag calculated field which only works server-side. This means you basically create an empty extract in Desktop, publish, then refresh on server.

I tested it and this does not work with 8.2 because calculated fields do not show in the extract filter dialogue. I tried with 8.1 and it worked very well.
I still have the limitation with Google Big Query because this will require a brand new extract to be created when re published and Google Big Query will not work with extracts > 128 MB
