You can certainly do this. Here is what i would do,
1) Take a backup of production server xx.tsbak
2) Move the copy of the .tsbak to the development server - Primary
3) Use backup restore command and give the location of the backup file which you got from Prod.
PS: Make sure to use --no-config option. This will make sure to copy the entire Production database but not the server names etc.
4) Once the primary is installed and restored, go ahead and add the worker.
This should be relatively straight forward

When you do this type of restore, will the workbooks/data sources you brought over from PROD be still pointing to PROD database instead of DEV?
If so i believe you need to manually re-point all workbooks/datasources to DEV Server and DEV database using Tableau Desktop
When you do this type of restoration, yes workbooks will pointing to PROD database instead of DEV.
There is two different way to re-point workbook one is manually and other one is by editing data connections from server admin.
This post is from last month, but just checking in to see if you have resolved it.
Do what Vik suggested but for workbooks you can either :
(a) use tabcmd to download and republish the workbooks to the new server
(b) use the REST APIs
There are third party partner tools that let you do this seamlessly as well.
