I've seen this when forcing the server to generate the view instead of the normal client rendering. By chance are you using a parameter with ":render=false" or is your view highly complex?
You may want to check your server settings for:
Thanks Jeffrey - appreciate the reply. Unfortunately I'm a Server beginner
so you're going to have to dumb it down for me... The dashboard I'm using
is not particularly complex (4-5 vizes contained in it), but there are
other much less complex dashboards for which Tooltips are still not
working. IOW, it's the entire workbook that's the issue, not just the one
How can I check the server settings for the items you suggested?

The easy one is to look in the URL on your browser and if you see render=false, this means that the server is sending down an image and somehow this is being appended within your URL. If you don't see this, either remote onto the primary server or ask your server admin to remote in and look at xxx:\Tableau\Tableau Server\config\tabsvc.yml which will show customized settings.

Jeffrey - I figured out the issue. My role in Server was a custom role
which had some settings that were preventing tooltips from appearing. To
correct the issue, in Tableau Desktop I went to Server->Publish workbook, I
double-clicked my account (which said "Custom"), then moved all of the
permissions to "Allow" (some of them were set to "Inherit"), then clicked
Apply. Now my role says I am an Editor, and now tooltips are all appearing
as they should be. Thanks for your guidance and I hope if anyone else has
this problem this solution is helpful!

that's quite interesting as I've never heard of permissions affecting the display of tooltips. Be sure to mark as a correct answer so other people can find it.
Thanks Alex. It worked like a charm.
