Thanks for asking! Yes, this is expected for a couple reasons:
- The 'down' emails are there to alert on unexpected outages. If you run 'tabadmin stop' it's assumed that's an intentional operation so an email alert would be redundant.
- If Server is stopped, there's nothing running to send "down" alerts in the first place.
Hope that helps! If you'd like an email sent when Tableau Server is going down then please feel free to file a request in the Ideas space.
I've seen this same behavior. The alert message only comes when bring the tabsvc back up. This probably occurs because the messaging is dependent on Tableau being available. You need to find an outside utility to do a quick http ping request to monitor that the Tableau service is still available.

i will do failure test (ex, kill any processes) and check what happend, process recovery and sending alerts mail.
