You can put multiple labels on the label shelf by holding down the control key when you drag them. I'm not sure what the reference lines show in your picture, but I assume that could be done with reference lines... In the attached workbook, I put arrows in as labels by using the wingdings font (indicating year over year change). This could also be done as a dual axis (using text mark types on the second) to keep your arrows on the reference lines, assuming that is your goal.
