How about a new calculated field something like this:
SUM(HCC) == WINDOW_MIN(SUM(HCC))
Put that field on the right of HCC on rows to start with, so you can make sure it gets what you want. Then right click the field and select "Compute Using" --> "HCC"
That should give you a true value for every min HCC. Once you get the true values you expect, simply drag the field from Rows to Filters and keep only the true values.

Thanks for the insight and its not working ..seems like tableau allowas only 1 window MIN function per a single work book..
Hmm... I don't think that's the case -- you should be able to have as many WINDOW_MIN calcs as you want, but maybe I'm missing something.
Would you be able to post a packaged workbook (dummy data is fine) so I can see if there is some underlying complexity?
INDy poo: You can definitely have as many WINDOW calc as needed in a workbook. You're going to need to explain what you mean, because we are very confused by that statement.
Of course, a sample packaged workbook is always ideal--with a workbook example, I'm confident this issue would be resolved very quickly.
