I put my data into a scenario where all values are options populated, then take a screenshot of the legend, and then add it to my dashboard as an image instead of the actual legend. Quickest way to solve this problem
I have used Aaron's approach before and it works well -- especially if you want to ensure a consistent layout and formatting.
However, you do lose some of the functionality of the legend (such as highlighting) and if new values come in, you'll have to take a new screenshot (not likely in your case, since the likert scale is predefined).
But here's another approach: create another sheet that is not filtered and then place that sheet on the dashboard. You can hide it (float it behind something, or just make it height and width = 1) but use its legend. Since it is not filtered, the legend will always contain all the values. I've attached a workbook to demonstrate.
