The short answer, is "No". The Web Authoring experience allows users to do the sorts of things consumers will be interested in - adding filters & fields, changing colors and chart types, etc. It is not (yet, anyway) built to be a replacement for Desktop.
Generally, if a Tableau Desktop feature requires that a new dialog open to support the function in question...then it won't be in Web Authoring. Examples:
- Adding calculated fields
- Adding reference lines
- Creating data sources

It looks like dual axis is also not supported in Web Authoring.
Not directly. However, you can use "Show Me" to create a dual axis chart for yourself in the Web Authroing enviornment.
