How is the data set up? Are Metrics1 and Metrics2 in 2 separate columns like this with both string and integer values?

My suggestion to easily get your requirement is:
1.- Normalize both data files. See attached excel files with four sheets: data and metadata with your original data structure, and normalized-data and normalized-metadata with the normalized structure
2.- Connect to the file datasample using Multiple Tables, and create a join with both tables. Use normalized-data.Account = normalized.metadata.Account and normalized-data.Metric = normalized-metadata.Metric_id to define the join
3.- To create a bar chart, drag Account and Desc to Columns shelf, drag value to Rows shelf

If your data table are in the same data source I suggest to use join instead of blending. The most robust solution is to create the join in the database.
In my workbook I used a join when (a Multiple Tables join in the connection) as both tables are in the same Excel file. I don't have a clue about your data but they have million records I expect they are a database. If this is the case, I suggest you to normalize both tables and then create the join in the database, because it is more robust and reliable.

Ramon Martinez, I managed to join two tables from SQL server in Tableau. Awesome, now I had both information I just need to do some table calculations to display correct name of metrics dynamic.
