I can see that it is related to the use of the Gauge Dimension for the color encoding. I don`t know if it`s a bug but i have found two workarounds.
First is bringing the Gauge Dimension on the Rows shelf and Hide Header.
The other one is replacing the coloring with the following calculation
if RANK(SUM([Value])) = RANK(SUM([Value])) then ATTR( [Gauge] ) end
I believe you just need to add the coloring to the other axis for the Rankings as well, then compute the rank across that using "Project ID", then "Gauge" for your addressing fields in the advanced compute using dialog:
Let me know if this resolves your issue. 8.1 workbook attached. Before, you were only filtering the ranked values, and were not including the coloring dimension in your compute using settings (because it wasn't available on that axis).

I haven`t work with the new Rank function yet , but being a table calculation , resolving this through correct partitioning is clearly the way to go.
