I don't know if its possible, but my instincts tell me it is not.
What you can do instead is set up multiple Projects on a Tableau Server site, with different permissions. For example, I have a "Test" project where I put projects that are in development. When I am ready, I can just move them to the Production project area. Hope this helps.

The problem is about licensing. I forgot to mention we are an OEM partner, and as such, might have multiple customers connecting to our systems. Each customer would be isolated one from another using Sites - that is well.
In a previous thread, I was looking at a way to uniquify usernames, because a user is unique across a system, not across a site. Russell suggested using email accounts for usernames - which is a good idea.
But now, adding in the equation different environments is problematic. Without going into details, this can cause licensing issues if instances are hosted on the same system.
If I have 2 servers, then they become different physical users.
Having an isolated machine for Production makes sense.
Using the same physical machine for Dev and Staging sounds fine too - and a cost saver - but how would I go installing 2 servers on 1 machine?

No. One Server per OS. However you could load up two Virtual Machines on a single host, if you wanted.
