    Spread points evenly across state (or other geo region)

      I have some survey data which, unfortunately only gives US State for a location.  I would like to make a geo-plot of the data where each response is a dot on the map, located within the correct state, but separate from each other response in the same state.  The idea being it will allow my marketing folks to visualize the variability in responses within a state as well as between states.


      On a related note, is there an easy way to both fill a shape (e.g., a US State) and display points at the same time?
