Since you're using two different data sources for the different district worksheets, quick filters cannot be used (they can't be used across data sources, they are limited to the data source they originate from).
However, you could create a third sheet that lists all of the districts, place it on the dashboard and use a filter action to have it effect only the two district worksheets:

As you have two data sources, one for English Proficiency and other for Race Ethnicity, it is not possible to apply District filter to DIV -LEP- District and DIV - RaceEth - District worksheet in the dashboard.
To solve the problem I create a Parameter called District parameter, type String list. I populated using field District from one of your data sources. I'm assuming that District has the same values in both data sources.
Then I change the District filter in worksheets DIV - LEP - District and DIV - RaceEth - District worksheets using Condition By Formula:
If I understand well your requirement, this is working as expected.

I'm glad you get the answer to your question by two approaches. That's is the beauty of Tableau Community and Tableau as a product.
