Tableau Workbook Extract (TWBX) is a zip file. If you change the yourfile.twbx to yourfile.zip, you can extract the content using any file compression application (wizip,gzip etc..).
When you extract the zip file to a folder then you can see .TWB file and a data folder which contains the underlying Tableau data extract file (TDE). You can open the TWB file in a notepad and see the XML.

The format of a Tableau workbook is XML. The package workbook is a workbook that include the data source and that has been compressed.
I suggest you first to try to open a workbook on any text editor or xml editor in order for you to see its content and structure. If you need to convert it from xml to html format, I suggest to find an xml to html conversion tool.
Just curious - why would this be useful to you?
This would be useful so that the HTML can be embedded in local / prototype environments - rather than having to publish to Tableau Online to extract the HTML.
