I'll try to see if I can answer your question. I think what you want is a Reference Line. If you right-click on the Y-axis and select "Add a reference line" you have a number of different options to add a static line to your bar chart. If your goal is a constant that you just want to write in, then the below is how you would want the settings to look.
You would fill in the constant as the Value. There are various other options, but if you can expand on your question I can give better insight. If you have an example workbook to work with, that would be helpful.

Have you explored the use of 'reference lines'? R-Lines are pretty good at displaying 'static' things on top of bar charts.
