It looks like you might need a full outer join or crossjoin in SQL to do it properly. When I took state and joined it to another dataset also having state, I was able to get something analogous (but not quite like that). Plus removing the bottom left would require some magic on a dashboard.
Chris, I wouldn't use Filled maps, you could use this file instead if you have state data; otherwise use any plain USA Admin 0 shapefile in Tableau Ready format, and just plot the x/y, [chain name] goes on the color shelf. Then you wouldn't even need a join, just dual axis: line and point.
The multi map is IMHO not necessary; you could just do a color swapper. However, if you like the "small multiple" look and don't like having multiple attributions, then use a WMS, but you'd need to ensure your shapefiles are projected the same as the WMS.
