I've been unable to reproduce the issue. When you're adding the annotation, your adding it to a point correct?
One option may be to resize the worksheet manually.
I don't understand what the problem is--in the attached workbook, what do you want the result to be?
I think I see what you mean now--What is going to be the annotation? If it is going to be used to show what filter selections have been selected, why not use the worksheet title or caption to do this?

My data is very much static(like sheet title) but I have one very wired requirement where based on filter selection sometimes it results in blanks sheet. So I don't want sheet title to be visible If it results it blank sheet.
Only option is to use annotation. As annotation will disappear if no graphical representation is visible on the sheet/dashboard. But I guess on top of the bar we don't have enough space to add this annotation. ( I assumed it is basic but providing space is major at least in bar. May be some additional trick is required.)
Just see an example which I am attaching(Dashboard 1). User will be given an option to select filters and if he chooses wrong filter combination sheet goes blank but title stays as it is.
Note : Even show only releveant values of filters does not help much e.g. When user goes back and fourth while selecting filters it does not work properly.( I have 12 to 15 filters so I am not considering this option)
