    restrict map to top [country] level of geography hierarchy

      I have a country --> state --> city geography hierarchy which is correctly populated at the country level, but not at the state or city levels (except for the United States).  For my purposes, only the country level is presently of interest.  Because state and city information is missing for many countries, no data points appear for those counties when I attempt a map visualization of my data.  It works fine for the United States, including drilldown for the state and city levels.  How can I restrict my mapping visualization to use only the top (country) level of my geography hierarchy?  One thought I had was to remove the hierarchy and use only the country level data from my database, but that did not make any discernible difference on my map.
