If you have them both as measures in your data source, or calculate the measures yourself, its a just a matter of following the instructions here:
If you need more help, you'll probably want to post a sample packaged workbook that demonstrates your situation clearly, and someone can help you create the graph. I think once you have the measures, you'll figure it out--but if your question is about calculating those monthly values, we'll need more information about your data.
If you expand your date filter, you'll see a value for previous month. Current month is not part of the data shown, so it isn't shown. Since I cannot refresh your extract, I cannot make it appear on my end. Once you get it in there, you should be able to build your bullet chart. I changed my machine's system date/time and was able to build out a bullet chart by simply selecting the two measures and using the Show Me! Bullet Chart option. You may have to edit it from there to get what you want, but that part should be doable.
You can use table calculation to get the value from previous period:
Then add this new field to Detail, and add reference line using this field.
With the data laid out as it is in your view, it will automatically show what you want. If you re-arrange the data, then you may need to re-configure your table calculation via 'Compute using...' option.
