Create 3 calculated fields, 1 for Same Store, 1 for Same Store Core and 1 for Ramp Up.
if SS='Y' then Sales end
if SSC='Y' then Sales end
if RU='Y' then Sales end
Then, place Measure Names on the rows shelf and Measure Values on the labels shelf. Keep only the above calculations on the Measure Values card.

Sorry, I forgot to mention that [Sales] is acutally a calcuated field measure which is =sum([something])/sum([something]). Is that why I get a message sayting that "Cannot mix aggregate and non-aggregate comparasions or results in 'if' expressions" when I tried your solution?
Yup--easy fix though. Change the calculations above to have an aggregation on the dimension, ie:
if max([SSC])='Y' then sum(Sales) end
Now I get a messege "Cannot use 'NULL' type in 'if' expression"..
Can you post a screen shot of the calculated field?
