One more question - How can I sort the view by one of the values in the stacked bar chart?

You can bring the County label inside the bar by bringing a dual axis in the view.
Create a calculated field [Axis-Label] with a value of 1. Then bring this calculated field on the row shelf , next right-click on the axis and select dual axis. You can then remove the Color and Label settings of this axis, set the color transparency at 0% , set the Marks at Automatic.
Next , right-click the axis and select edit axis. Start 1 , End 1 , Scale Reversed.
Now bring the County dimension on the labels shelf.
(you can remove the Reversed and increment the End if you want to move the label higher in the bar)
Finally, right-click on the axis and unselect Show Header.
Regarding your other question, you can right-click the County pill on the Column shelf , select Sort to see the options available. Though you may not be able to sort based on the results of the Quick Calculation.
