Did you publish the workbook? When this is greyed out, it generally means you don't have the permissions to download or view the data.
Yes, I published the workbook to Tableau Server. I am a member of the Admin Group on Tableau Server. Donna Cummings is the user trying to access it. I checked her permission specifically from server and she is set up as an Interactor + has the right to download the workbook (defined as a Custom role) but you can see she has permission to View Underlying Data.
Outstanding. Thanks Japneesh. It's quite a subtlety, but the view in question is indeed a dashboard and by default no container or view is "active" so by clicking on one, the Export - Data option becomes ungreyed.
