    How can one add state lines to a map that already has county borders?


      I'm building a map of US counties, grouped by color. The counties have gray outlines. What I'd like to be able to do is to also add darker and thicker state lines above the county lines.


      I've already tried to enable state lines in "map options", but these lines are below my data. I can lower the transparency of my map to see those lines, but then I seriously wash out the pretty colors on my map. Is there a way to raise the layer of county lines, ala photoshop/illustrator? Alternatively, has anyone else found a different way to do this?
