You can set sheet level permissions but to avoid the workbook level permission overriding the sheet level, you have to make sure that when you publish, you deselect "Show sheets as tabs"
You can also change this setting when the workbook has been published by selecting the workbook on Server and clicking Tabs > Hide Tabs
Okay thanks. that seems to work.
One question though since sheets are no longer shown as tabs, how to you easily navigate to other dashboards which are on the same workbook?
Note: our users are using the Tableau Mobile app on iPad.

You can use Dashboard Actions to link between sheets/dashboard.
I would like to see the option to hide tabs from the user's view in Tableau Server. I often have a LOT of dashboards in one workbook, and if I create navigation using Actions in the dashboards, I would like to be able to hide some tabs to clean up what the user sees. I'm not sure why this isn't an option.
Piggybacking on this thread to ask -- is it possible to restrict access at the component level (a sheet making up a dashboard) or is that too granular?
